Assign a Host or Attendee Account with a CSV File in Webex Control Hub
Users are provided with the appropriate level of access based on the type of account they have. You can contribute to a reduction in the number of licenses required for your website by assigning accounts in accordance with the needs of your business.
The Host and Attendee Accounts for Webex Meetings
The following is a list of the accounts that you are able to assign to users of Cisco Webex Meetings by means of a CSV file:
Attendee— one who is allowed to attend meetings but not host them themselves. Although host features are not available, the host has the option of allowing a guest to act in the role of presenter. Attendee accounts don’t require host licenses.
Users who have the job of Webex Site Administrator cannot create attendee accounts for themselves in Webex. You will need to strip these users of their administrator credentials for that Webex Meetings site before you can give them attendee accounts in order to access Webex Meetings.
In order to assign users to the role of attendee on your Webex site, you will first need to enable the Attendee account functionality. Use a CSV File to Assign a Host or Attendee Account

If you want to set the value to TRUE for a particular Webex site, you can do so just for the host or the attendee, but not for both.
