Cannot Make VoIP Calls on Mobile Network from Android Devices in webex
Android devices are not capable of making VoIP calls on mobile networks
Cisco Jabber for Android is the client that is used in this topic. Using a mobile network for VoIP calls is not possible if the following steps are followed:

You should check the signal strength of your network. Outgoing calls cannot be made if the signal is weak.

Your phone should be set up so that you can see your caller ID when you receive a call. If you’d like to do this from the Android phone app, press Menu > Call settings > Additional settings > Caller ID, and select the option to enable the Caller ID option. You should now be able to see the caller’s face.
