There was an error when converting the user [Email Address]. The first step you need to take when converting free users in the Control Hub is to contact support for assistance
Cisco Directory Connector customers synchronizing their directory accounts with Cisco Directory Connector should note that the email address matched in a synchronized account does not get added to the customer organization if the address already exists in the consumer organization (free). This error message can be found in the Event Log of the Cisco Directory Connector host when it receives the following conversion error: ‘The username/email address you are trying to perform cannot be converted.’ We will be happy to help you convert this user if you contact support.
You should only make use of Directory Connector if you wish to add or remove users from your account, and not if you wish to convert your account.
There is a simple workaround for this problem: Before you enable directory synchronization from the consumer organization, make sure all accounts have been converted to the customer organization. Perform dry runs before performing live synchronizations to ensure the outcome is as expected.
Convert Free Webex Users in a Directory Synchronized Organization
A unique email address is the only email address that can be used in the Webex directory. A free Webex user’s account can be found in the free consumer organization in the event that they have signed up for the free version. It is important that before you turn on the Cisco Directory Connector so that you can manage user identities in this organization, they should be migrated (converted) to the customer organization. As soon as email addresses are added to Active Directory, synchronization to the cloud is performed.
The Cisco Directory Connector can be turned off so that you can convert accounts if you don’t convert them before activation.
The error message that appears if you attempt to convert a user while directory synchronization is enabled will say: “The email address for this user could not be converted.” Using these steps as a workaround, you will be able to avoid the problem.
To convert free user accounts to your company organization:

In the Cisco Directory Connector, disable the directory synchronization feature.

To convert a user from a free consumer organization to an enterprise organization, you will need to follow the steps described in the Cisco Webex Control Hub procedure named Convert Unlicensed Users.
The user will be added to your organization and the account will appear in the Cisco Webex Control Hub once this step has been completed. As a result of Cisco Directory Connector, Active Directory becomes the single source of truth for users’ accounts and Cisco Webex Control Hub is designed to match Active Directory exactly, providing seamless user management. It is important that you verify that any recently converted users are matched with users in Active Directory before you re-enable synchronization. In order to guarantee that there are no remaining unmatched users, you can perform a dry run sync as a precaution.

Make sure that you do a dry run synchronization of the Cisco Directory Connector. As soon as the dry run is complete, go to the Add Objects tab and add any objects you like. If you converted any users, make sure that they have not been deleted as a result.
Caution
In order to ensure that any converted user accounts appear in Active Directory before re-enabling synchronization, you must conduct a dry run before re-enabling synchronization. The Cisco Directory Connector is case-sensitive, which means that it deletes converted users with mismatched emails if it detects such a mismatch between their email addresses and other accounts owned by Cisco Webex Control Hub if synchronization is on and accounts are located only in Cisco Webex Control Hub.
A converted user who is deleted will lose all of their Webex spaces if they are deleted.

It is probably best to re-enable directory synchronization from the Cisco Directory Connector once you are certain that the next synchronization won’t remove any accounts from the directory.
In the event that you have not verified your domain, converted user accounts will not be activated automatically. In some cases, for example, if you enable auto-assign license templates and then enable Cisco Directory Connector without confirming the domain of the converted user, the converted user remains inactive in the cloud backend until they verify their e-mail address.
