Those who are invited to a Webex meeting are not required to have an Outlook account, if the meeting is restricted to Webex users on your site, they only need to have a Webex account if the meeting is scheduled in Outlook.
Webex Meetings Integration with Microsoft Outlook Toolbar Options
Microsoft Outlook integration adds a new button to the Home ribbon, and a drop-down list is provided to select items from. Click on Schedule Meeting > More to access the options that you have for scheduling meetings. There are a variety of options available, and many of them can be explained without much difficulty.
