Requesting permission to unmute participants in zoom app
The dialog box will be displayed when participants join the meeting if the Request permission to unmute attendees option is enabled. Upon seeing the dialog box, the host will ask whether they wish to be muted or unmuted. Attendees must consent to being unmuted in a meeting before the host or co-host can unmute them. Depending on consent, you will be able to unmute participants individually from the participants list as needed. Participation in a meeting can be managed in this setting.
Notes:

The same pre-approved consent will apply to future meetings with the host once consent has been provided. The host will have to ask participants to unmute themselves in meetings without this setting.

The participants list will display the regular mute / unmute options if the participant does not provide consent.

How to enable or disable Request permission to unmute participants
Account
All users in the account can be enabled or disabled by requesting permission to unmute participants:

Admins with the right to edit account settings should sign into Zoom’s web portal.

Account Management and Account Settings can be accessed from the navigation menu.

Navigate to the Meetings tab.

You can enable or disable Request permission to unmute under In Meeting (Advanced).

Verify the change by clicking Enable or Disable in the verification dialog box.

Alternatively, click the lock icon and click Lock to confirm this setting for all users in your account.
Group
For a group of users, to enable or disable unmute permissions, follow these steps:

To edit groups, sign in as an admin on the Zoom web portal.

Navigate to the User Management and Group Management sections of the navigation panel.

From the list, select the appropriate group name.

Navigate to the Meetings tab.

The toggle Request permission to unmute participants can be toggled on/off under In Meeting (Advanced).

To verify the change, click Enable or Disable in the verification dialog box.
Note: It is necessary to change the option at the account level if the option is grayed out. -
The user can make this setting compulsory for all members of the group by clicking the lock icon, and then clicking the Lock icon to confirm that this setting is mandatory.
User
The following steps can be taken to enable or disable the option of unmuting participants for your personal use:

You will be able to sign into your Zoom account once you have logged in.

Click Settings from the navigation panel at the top of the screen.

To access the Meeting tab, click the Meeting button.

There is a toggle under the In Meeting (Advanced) section that can be toggled to enable or disable the ability to unmute participants.

To enable the setting, click the toggle if it is disabled, and then click the toggle if it is enabled. Click on the Turn On button in the confirmation dialog box if a verification dialog box appears.
Note: In the case of grayed out options, this means that the option has been disabled either at the group level or at the account level. Your Zoom administrator will be able to assist you with this.
How to enable Participants can be unmuted during scheduled meetings if they request permission to unmute them
It can be enabled by requesting permission for participants to unmute in existing scheduled meetings by following these steps:

You will be able to sign into your Zoom account once you have logged in.

Choose Meetings from the navigation panel on the left hand side of the screen.

Go to the tab titled Upcoming and click it.

If you want to edit a meeting, you must find it in the list of meetings and then click Edit next to the name of the meeting.

Select the checkbox under Meeting Options that says Allow participants to unmute themselves if necessary.

Then click the Save button.
