Why am I seeing new people in my contact list in Skype for Outlook.com?
Skype for Outlook.com’s latest version automatically adds contacts who are currently on Skype from your address book.
In order to enable this feature, follow these steps:

On the Skype plugin’s sidebar, click Contacts.

Select Add Friends from your contact list at the bottom. In case you have not yet added your phone number, you will be prompted to do so.

To complete the process, sign in to your selected address book.
Automatically adding friends may result in the suggestion of contacts that were not already on your Skype contact list when you visit your People page. If you don’t see the feature right away, no worries. It’s being rolled out gradually.
The suggested contacts you see in this list are people that you already know who are also on Skype and who are in your address book. Don’t worry — we didn’t send them an invitation, and if you prefer, you can unsubscribe or turn off the feature in your Skype settings if you’d like to remove them from Skype.
