In order to achieve collaboration, you can use a shared channel to interact with both members of your team or organization that may be inside and outside of your organization. The benefit of a shared channel for people outside your organization is that they can participate without switching organizations.
Note: It is likely that shared channels will be subject to additional modifications before they are released as part of the public preview program, which will include a preview for the public before they are released publicly, as a part of which the public will be provided with a preview of the shared channels. Switching to Teams public preview will allow you to access this feature, along with many others upcoming in the future.
